Consortium on Electoral Reforms (CER)

The Institute, as lead convenor and member of the Consortium on Electoral Reforms actively took part in its various activities and projects.

CER First National Assembly in 1997

The Institute served as secretariat of the first CER national assembly in 1997. It was participated in by non-government organizations and some religious organization from the different regions of the country. Prominent personalities such as Bishop Bacani and Comm. Christian Monsod attended this gathering. The assembly was also the venue for the first election of officers of CER. | back to top |

2002 National Electoral Reform Summit

Convened along with the Commission on Elections (COMELEC), Senate Committee on Constitutional Amendments, Revision of Codes and Laws, House Committee on Suffrage and Electoral Reforms, and the CER, the Summit tackled five major electoral reforms issues such campaign financing, electoral modernization, amendments to the party-list law, campaigns and administration and citizens’ participation.  | back to top |

2003 CER Assembly
( CER ACTIVITIES )

With an effort to revitalize the Consortium, member organizations were convened to forge unities on its structure, policies, programs and activities.

The Assembly identified various areas for electoral reform interventions:

- Organize a leaders forum on electoral reform issues
- Assistance in determining areas for automation
- On absentee voting
- On Party-list amendments
- Party Reform / Campaign Finance
- Voters’ Education
- Electoral Management
- Electoral Modernization
- Local sectoral representation

Following are some of the unities in terms of CER’s organizational structure:

-loose, consultative, coordinative nature of CER – consensus building
-formation of National Council (term until 2004)
   *Membership shall be organizational, voluntary and based on commitment
-resource generation through pledging and membership dues

National Voters’ Education Summit

Again as one of the lead CER member-organizations during the National Voters’ Education Summit, IPER spearheaded the activity. Other convenors were Commission on Elections (COMELEC), Senate Committee on Constitutional Amendments, Revision of Codes and Laws, House Committee on Suffrage and Electoral Reforms, Department of Education (DepEd) and Commission on Higher Education (CHED).  | back to top |

Consortium on Constitutional Reforms CCR

IPER is an active member of the Consortium on Constitutional Reforms (CCR). It is a loose grouping of NGOs and political institutions that aims to seriously engage government and other relevant actors on the issue of constitutional reform. The Consortium also aims to come up with well-defined positions on the issue of constitutional reform from the vantage points of increased political empowerment, to disseminate research findings to the public for discussions and debate and to do lobby work and dialogue with key members of both houses of Congress.  | back to top |
