Studies on Electoral and Parliamentary Reforms (2001)

Five electoral and governance constitutional provisions became the
focus of this project.
1.
Passing of an enabling law for the participation of overseas Filipinos
in elections;
2. Amendments to the party-list law that would refine the system
and plug loopholes;
3. Passing of enabling law for the sectoral representation in local
legislature;
4. Passing of a law banning political dynasties and turncoatism;
and
5. Passing of a genuine organic law addressing the autonomy demand
of the Moro people.

A resource collection and a database using the Indexing and Retrieval
System (IRS) on electoral reforms information and electoral reform
bills have been established. The Institute had also carried out political
mapping and regional civil society consultations on the electoral
reforms agenda. Consultations took the form of focus group discussions
(FGDs) on the different subjects of reforms and legislation. Background
papers on the five electoral reform bills were produced.

A national symposium, held in coordination with the House Committee
on Suffrage and Electoral Reforms, served as venue for presenting
the initial results and status of the research being conducted by
IPER on the views of key government agencies and personalities from
the legislative executive departments as well as key groups and personalities
from the civil society regarding the five electoral reform measures.
