Electoral Campaigns Administration
Provides capability-building for grassroots peoples’ organizations
to engage in the local electoral arena. Materials cover platform-building,
transformation of mass base to vote base, campaign management, voters’
education, responsibilities of the elective positions and poll watchers

Training on Barangay Governance and Development
Focuses on the role of barangay officials and members of the civil
society in barangay administration and development planning. Also
covers resource mobilization and parliamentary rules and procedure
in the Sangguniang Barangay. |

Training on Municipal Governance and Development
Stresses the need for the cooperation of local government
officials (LGOs) and the members of the civil society in governance
and municipal development planning. The trainings also served as venues
for dialogues between LGOs and the grassroots organizations in target-areas
across the nation identified under the Municipal Governance and Development
Project. |

CITIZEN-VOTER EDUCATION Materials
As part of the larger effort to raise the level of awareness of the electorate
towards responsible, democratic, and sustained participation in electoral and
governance processes, the Institute came up with a generic Module on
Citizen-Voter Education, Training Manual, and a Primer on Citizen Participation
in Elections which were all used for the actual citizen-voter education
trainings conducted between February and May 2004.
