Presentation of Workshop Results
Mr. Lara called on the rapporteurs for each group and, after the
second presentation, reminded the body to direct any questions and
comments on what will be presented only after the last presentor
had finished.
Paolo Cruz, an IPER volunteer, who served as documentor, recounted
the results of the Campaigns and Administration workshop. It was
noted that the discussion took off from reactions of the group members
to the issues raised by Director Tolentino in his presentation of
the Fair Elections Act. The group then came up with a number of
consensus points under three main headings. Each heading corresponds
to the sector in which action reforms will have to be effected.

Mr. Gerry Bulatao of ECPG followed suit with the results of the
workshop on party-list system. He introduced the members of his
group, then identified the five key points in their discussion:
Sectoral Representation and/or Proportional Representation; Ceiling
and Floor; On Banning the Major Political Parties; Disqualification
of Government-Funded Groups and Big Business; and Local Sectoral
Representation. (See Annex

Prof. Ileana Cruz of Konsensiyang Pilipino (KP) represented the
Modernization workshop group and laid down the five aspects of modernization
in which the participants identified related issues. These five
aspects were: legislative concerns, technology, management, advocacy,
and implementation. (See Annex
18)
On the results of the workshop discussion on Citizen’s Participation
in Elections, Mr. Nilo Manangan made his presentations based on
the five main areas of concerns: citizen’s participation,
empowerment of civil society for governance, sectoral participation,
bureaucracy; and electoral reforms. Along with the said areas were
the respective proposals of the group for legislative and civil
society actions.

The last to present was Archimedes Cortez of Senate Policy Studies
who reported the results of the workshop group discussion on Strengthening
Political Parties and Campaign Finance. He recounted how the group
came up with its five proposals for legislative and civil Society
actions and additional concerns. He likewise presented the consensus
of the group on matters concerning campaign and public financing,
civic education and relevance of political parties in our political
