The People’s Coalition to Monitor the 2007 Elections
or BANTAY-ELEKSYON 2007 is an initiative of various
electoral reform advocates as part of the resolutions
agreed upon in the CER National Assembly in 2006 and
recognized in the National Stakeholders Summit on the
2007 Election held on January 12-13, 2007. The purpose
of this monitoring project is to foster fair, free, and
credible elections through the monitoring of the 2007
national and local elections and the performance of the
Commission on Elections.

The midterm 2007 elections were generally in
consonance with international criteria for free and fair
elections. Credit is due primarily to the people
themselves who came out and participated in the process
as voters, monitors, media watchdogs, citizen-voter
educators, and citizen arms. However, there are major
areas of concern that threatens the very existence of
free and fair elections in the Philippines. These are in
the areas of election administration, enforcement of
election laws, prosecution of election offenders, voter
registration, election modernization, political party
strengthening, and citizen-voter education.
This report covers the post-May 14, 2007 election
day activities, particularly the canvassing and
proclamation of candidates and covers the following
areas:

This report covers the following areas of the May 14
elections and immediate events leading to it:
a. Final preparations for the elections

This report covers the period from the start of local
election campaign on March 30, 2007 up to May 11, 2007,
the eve of campaign finish and raises issues of concern
on the following areas:

Bantay-Eleksyon 2007 or the People’s Coalition to
Monitor the 2007 Elections and covers the period from
the start of preparations by the Commission on Elections

Bantay Eleksyon 2007 described the May 2007 election as
a
“Qualified Success” during the
Election Monitoring Assessment Conference on July 3-4,
2007 at the Sulo Hotel in Quezon City. Aside from the
report presentation, the conference also served as venue
for project assessment and post-election planning for
the CER. In attendance were representatives from CER
member and partner organizations and some election and
electoral reform stakeholder individuals and
organizations and the media. Participants from the
regions were also organized in Iloilo City and Davao
City to take part in the presentation and assessment
through a video conference. The plenary identified three
broad directions for the post-2007 election electoral
reform advocacy: weaving initiatives into a coherent
electoral reform movement; finding complementariness of
protest movements and conventional politics; and
building and strengthening local base for electoral
reform.
