The development of a mature
and discerning electorate is a necessary ingredient in the
consolidation and maturation of Philippine democracy. Good
governance is also enhanced through the election by such a
responsible electorate of competent, hardworking and dedicated
public officials.
Voters’ education is a part of the electoral reforms proposed by the
2002 National Electoral Reform summit. Its immediate target is to
prepare the voters for the crucial 2004 National and Local Elections
while its long-range target is to develop a critical mass of mature
and discerning voters. The new modernized method of voting and
counting, as well as the new absentee voting system and the
party-list system, also need to be explained to all voters.
Year 2003 represents a window of opportunity for voter education. It
is a time when people are greatly concerned about their economic
plight due to the ongoing global economic crisis, about the apparent
breakdown of the peace and order situation, and the apparent malaise
or drift in the policies and programs of government. They are
greatly concerned about the quality and capabilities of governance.
In short, politics is already high in the people’s consciousness.
