National Voters’ Education Summit

Electoral stakeholders summit to discuss voter education, explore possible ways for coordination on various electoral education activities, Department of Education, Commission on Higher Education; and Consortium on Electoral education initiatives, and establish and develop cooperation on common efforts for voter education in preparation for the 2004 elections.

Convened on May 26-28, 2003 by the Senate Committee on Constitutional Amendments, Revision of Codes and Laws, House Committee on Suffrage and Electoral Reforms, Commission on Electoral Reforms.

 


Regional echo conferences on national voters’ education summit and CER regional formation

Regional conferences were held to re-echo the declaration and resolutions of the National Voters’ Education Summit, and share, in the regional level, the experiences and efforts on voter education of all electoral stakeholders. The activity also sought to come up with particular plans for continuing citizen - voter education during the May 2004 National Election and beyond. Conferences and initial formation of Regional CER were successively conducted in the following areas: Northern Luzon, Central Luzon, Southern Tagalog, Bicol Region, Visayas, and Mindanao.

Citizen-Voters' Education Trainers’ Trainings

Given to instructors and educators from various network organizations.  Made use of the core module prepared by IPER and adopted by the National Voters’ Education Summit.
  1. IPER network CVE trainers training


  2. Given to immediate network organizations of IPER and some member organization of CER to form a pool of instructors to start the campaign for citizen-voters education months before the May 2004 national election. Held on February 11, 2004 at the Titus Brandsma Seminar House, Cubao Quezon City.

  3. CER CVE trainers training


  4. Given to the members and other network of CER right after the 2004 National Election in the spirit of continuing voters’ education. Held in July 2004 at the Bayview Park Hotel, Manila.

  5. ARMM Citizen –Voters’ Education Training

  6. Held on June 15-16, 2005 at the Estosan Hotel, Cotabato City in preparation for the ARMM Elections. The voter's education training aims to establish a capable pool of local educators that would facilitate voter awareness campaign for the region before, during and in the aftermath of the ARMM election. It made use of one of the specialized modules for Moro people.
     



Workshop Planning on Citizen Voter Education

Further efforts from the declaration of the 2003 summit are workshop planning with three major channels: the formal educational system, the NGOs and community-based organizations, and the mass media.

Citizen-Voter Education will now encompass organized sessions (or part of class subjects) and public information methods. The modules consist of a basic module containing the core subject matter of electoral history, right of suffrage, election and democratic governance, and the electoral system, and sectoral supplementary modules covering the specific situation, issues, and empowerment of hitherto marginalized and underrepresented sectors of women, youth, workers, peasants, urban poor, fisherfolk, elderly, differently-abled, indigenous people, and the Moro people.
