Why IPER?

The Filipino people rose in a people power revolution against the Marcos dictatorship in 1986. Again, we did it in 2001 against the corrupt Estrada government.

The issue in 1986 was democracy. The issue in 2001 was good governance.

These historic events highlighted the need for electoral and political reforms in Philippine society. IPER came into being in 1991 in answer to the call.
 

IPER Vision, Mission, Strategies

The Vision. To be a major catalyst towards the achievement of a liberated and humane Philippine society contributing, in the process, towards the realization of a just, free and humane international order.

The Mission. To act as a pioneering organization for the genuine democratization of governance and the empowerment of the citizenry through parliamentary and electoral struggles.

The Strategies. To build a network and help coordinate citizen’s action on political and electoral campaigns, and development advocacy;

To coordinate with other initiatives in pushing for the enactment of societal and systemic reforms beneficial to the people;

To undertake researches and studies, and to propagate the same, on vital politico-electoral and developmental issues affecting the citizenry, thereby contributing to the development of independent and critical thinking especially among the grassroots;

To educate grassroot organizations and local government officials on local governance and development, with the end in view of having a more responsive, effective and dynamic local government; and

To educate the citizenry on their right as electorate, which would enable them to effectively exercise such rights.
