Electoral and Political Reform. IPER advocates for necessary electoral reforms to ensure citizen participation in elections and to maintain the credibility and legitimacy of the electoral process. It also engages in electoral services such as election monitoring and citizen-voter education. It offers capability-building services such as trainings on electoral campaign planning and administration and trainings on party-building and consolidation to marginalized sectors.

IPER also advocates for necessary constitutional, legislative, and other political reforms necessary to build and consolidate Philippine democracy.

IPER engages various governmental institutions such as the Philippine Congress, the Executive Department and its agencies, constitutional bodies, as well as the local governments regarding the legislation and implementation of political and electoral reforms. | back to top |

Local Governance & Development Reform. IPER focuses its local government engagement on key provincial areas and provides electoral and governance trainings, as well as cooperative and support projects to local government units and partner NGOs and people’s organizations in these areas.

IPER advocates the adoption of a human rights-based development framework that is focused on the grassroots, fosters the integration of urban and rural development, and genuinely and directly address poverty in our country. In this context, it propagates and assists in the conduct of a human rights-based local development planning and implementation.

IPER believes that the self-empowerment of the people at the grassroots, especially those from the marginalized and underrepresented sectors, directly and concretely strengthens Philippine democratic foundations. It provides the basis for long-lasting reforms in society. | back to top |

Research and Public Information. IPER conducts various researches on reform-related subjects to support its work. It also publishes various literature dealing with electoral and political reform. It maintains a specialized database and library resources catering to the needs for information relevant to electoral and political reform.

IPER maintains a presence in the Internet and edits a journal on electoral and political reform. It also sponsors various fora and symposia in connection with reform advocacy. | back to top |

Institute-Building. IPER maintains an international and national network to complement its own efforts. It conducts various cooperative projects with other NGOs in its network based on common issues and interests.

IPER strives to develop into a major center in the Philippine democratic reform movement. As such, it develops various expertise in reform advocacy—from its Board of Trustees to its national, regional and project staff. | back to top |
